Check Tier 1 health before you scale Tier 2

A capacity question, not a student question

If a grade level sends a third of its students to intervention, no intervention schedule will absorb them. The signal is about core instruction, not about individual students.

Tier 1 health monitoring asks a different question than a student-level dashboard: is the core strong enough for intervention to be a reasonable next step?

What to look at

• The percentage of students meeting benchmark by grade, subject, and skill.
• Whether the gap is broad across a grade or concentrated in specific classrooms.
• Whether identified need exceeds the seats intervention can actually staff.
• Whether patterns repeat across assessment periods or appear once.

Patterns worth naming

A pattern is more useful than a number. "Below benchmark in one grade across all classrooms" points somewhere different than "below benchmark in one classroom within a strong grade." Naming the pattern points the team toward the right conversation before anyone builds a schedule.
